Board of Directors

EAPSPI's Board of Directors is composed of

  • eight members elected for a period of two years by the General Assembly,
  • plus the Secretary General as a permanent member without voting rights.

The Board members come from EAPSPI's various member states to ensure equal representation of all European countries and geographical regions, as well as special and supplementary pension schemes.

The Board of Directors proposes the guidelines for the work of the Association, including the annual work program and the budget. It also determines common positions, in particular on position papers and other statements.

Finally, it coordinates and determines the strategic direction of EAPSPI.

Head of International Affairs

Ms. Wegner-Wahnschaffe studied law in Hannover and Heidelberg. After graduating as a fully qualified lawer in 1995 she started her career in the litigation department of the Supplementary Pension Institution of the German Federation and the States, VBL. In 2003 she was appointed to the VBL Board Department as an adviser on strategical, associational and European matters.

As of 2009 she has been working as Head of Association Activities, and consequently International Affairs of the VBL. Main subjects of the division are international cooperation and cross border portability. One field of collaboration is the www.FindyourPension.eu website and network which has been managed by her department since 2011. In the area of comprehensible customer communication, Ms Wegner-Wahnschaffe has also managed some projects (e.g. VBL communication guidelines), as well as gained specific experience in communicating to mobile clients.

In addition to her ongoing work on European associations Ms Wegner-Wahnschaffe is also responsible for the VBL engagement in German stakeholder groups. She is a member and spokeswoman of several workgroups, e.g. in the German Association on Occupational Pension Provision and the GVG, Society for Insurance- Design and- Science.

CURRICULUM VITAE

Amaia Aldasoro studied economics at the University of Deusto in San Sebastian and graduated in 1990. Since 1990 until 2005 she worked for ELA, the Basque trade union with the majority representation in the Basque Country. From 1996 to 1997 she did a master in auditing at the University of Alcalá de Henares in Madrid, and between 1992 and 2002 she was member of the ETUC (European Trade Union Confederation) in Brussels, as well as of different economic organizations in the Basque Country.

Since 2005 she is Vice-President of Elkarkidetza EPSV, the Basque Country local and county civil servants supplementary pension institution, representing the social partners.

CURRICULUM VITAE

After completing his studies at the Faculty of Computer and Information Science at the University of Ljubljana, Boštjan Vovk started his career as a young researcher at the Artificial Intelligence Laboratory, and continued in the field of stockbroking. He was the first to write the software used for monitoring securities transactions in Slovenia. After he successfully completed his postgraduate studies in actuarial science and after having been conferred the powers for the performance of operations of an authorised actuary, he carried out the works of an authorised actuary, consultant actuary, and member of audit teams for regular audits, valuations of insurance companies, and other projects in the region.

Boštjan Vovk participated in the establishment of pension funds, acted as a partner and assistant director in an insurance mediation company, as the authorised person of the Management Board of Zavarovalnica Triglav responsible for the field of personal insurance in the Triglav Group and a member of the Management Board of a subsidiary. He has 20 years of experience in the field of insurance, both in professional and managerial positions. In 2015, he joined the Insurance Supervision Agency where he, as the head of the supervisory sector and the deputy director, was responsible for supervising the operations of insurance companies, insurance groups and branches, pension companies, and other entities under the authority of the Agency. He actively participated in the project on Solvency II Directive introduction in the Slovenian insurance market, in drafting amendments to the Insurance Act and executive acts and in writing professional materials as a member of the committees and working bodies of the International Association of Insurance Supervisors (IAIS). Since October 2018 he has been a member of the Management Board of Modra zavarovalnica, responsible for the risk management, development, and sales.

Senior Administrative Officer of the Ministry of Defense, Philippe Soubirous holds a master's degree in public law. Secretary General of the National Provident Fund for Civil Servants.
(PREFON) President 2008-2011.

Trade unionist, in charge of pension matters, civil service law, European social dialogue at the General Federation of Civil Servants, he is involved in the field of public pensions, he is considered an expert in their strategic management, particularly in coverage of commitments and financial investment policy of reserves or provisions of pension funds.
In this capacity, he has held and continues to hold numerous directorships: including member of the Retirement Orientation Council (COR), of the Supervisory Board of the Pension Reserve Fund (FRR), of the Pension Fund, redemption of the social debt (CADES), vice-president of the additional civil service regime (RAFP), administrator of IRCANTEC.
Co-founder of the Network of Administrators for Responsible Investment (RAIR), he actively participates in the work of the CWC (Committee for Workers' Capital) and EAPSPI (European Association of Public Sector Pension Institutions). Attentive to civil service law and pensions, Philippe Soubirous regularly publishes articles on these themes.

KEVA (Finland)

Piia Laaksonen

Piia Laaksonen from Keva, Finland, has 25 years of experience in the insurance industry and especially in pension insurance.

She worked for more than 10 years as a responsible actuary in various TyEL and supplementary pension foundations and funds as well as in a life and non-life insurance company.

She has an in-depth knowledge of actuarial mathematics and actuarial issues, as well as a thorough knowledge of the IAS 19 standard. In addition to her actuarial work, Piia has extensive experience in business and business development.

Piia holds a Master of Science degree (Applied Mathematics) from the University of Turku and an SHV - actuary approved by the Ministry of Social Affairs and Health.

Andrea Müller

Andrea is the Head of Europe at AKA, Germany and Secretary General at EAPSPI. She holds a Master of Arts in Communication with minors in Political Science and Psychology from Ludwigs-Maximilians-University in Munich and an MBA from TUM School of Management, Munich. She has an international background of experience in various sectors and on four continents and has worked with clients and business partners in FMCG, renewable energy, banking and finance, media and publishing, as well as with organizations such as Power Africa or UNDP and governments across the African continent.

CURRICULUM VITAE

Aitor Emaldi studied Business Administration at the University of Deusto (Bilbao) and graduated in 1987. Since 1989 until 1992 he worked for the School of Maritime Administration (belonging to the Basque Government), which financed his studies of MSc in International Trade and Economics at the University of Lancaster (UK).

He works in Elkarkidetza (Basque Country) since 1992 and shares this work with his role at the European Association of Public Sector Pension institutions (EAPSPI) from 2008, being the elected EAPSPI Secretary General since the 2015.
